Distinguish from pregunta (a direct question requiring an answer) and problema (a concrete problem). The phrase poner en cuestión is more formal than cuestionar.
Common mistake
Cuestión (abstract issue/matter) ≠ pregunta (a direct question). 'The question is whether…' = la cuestión es si… + indicative, or la cuestión es que + subjunctive. Cuestionar = to question/challenge (verb). 'It's a matter of time' = es cuestión de tiempo (not *es una cuestión de tiempo — usually without article in this phrase).
